THE HAGUE — The Ministry of Defence of the Netherlands has signed a Letter of Intent (LOI) with Australian defense manufacturer Electro Optic Systems (EOS) to co-develop the Apollo High-Energy Laser (HEL) into a fully operational counter-unmanned aerial system (C-UAS) weapon. Under the strategic agreement, EOS intends to establish a primary European development and manufacturing hub in the Netherlands supported by a Dutch-led European supply chain.

The initiative builds upon the Netherlands’ 2025 procurement of a 100 kW-class Apollo system—marking the world’s first export order for a high-energy laser weapon in that capability tier. By localizing European production and securing full technology transfer, the Dutch Ministry of Defence aims to establish a cost-effective, deep-magazine defensive layer capable of defeating swarming drones, loitering munitions, and Class 1–3 unmanned aerial vehicles without relying on expensive kinetic missile interceptors.
